  Thank you for the chair.

  尊敬的主席,尊敬的各國(guó)代表,下面我謹(jǐn)代表菲律賓政府陳述我國(guó)對(duì)待如何應(yīng)對(duì)全球氣候變化的建議。

  Honerable chair and dear delegate ,this is the representative of Phillipine,here is my brief speech 近些年來(lái)全球氣候異常,各國(guó)對(duì)于氣候變化愈加關(guān)注。在多國(guó)的努力下,達(dá)成了京都議定書(shū)等公約。然而公約的執(zhí)行并不如人意,應(yīng)對(duì)氣候變化仍是當(dāng)前迫在眉睫的問(wèn)題。菲律賓作為一個(gè)負(fù)責(zé)任的國(guó)家,一直以來(lái)密切關(guān)注著氣候變化問(wèn)題,積極參與關(guān)于氣候變化的各個(gè)國(guó)際會(huì)議,是京都議定書(shū)締約國(guó)之一。與此同時(shí),在國(guó)內(nèi),菲律賓政府也積極推動(dòng)低碳環(huán)保政策,并于2009年頒布了氣候變化法。

  During recent years, the world’s climate changes abnormally,every country pays more and more attention to climate changes.With efforts of many countries,Kyoto Protocal has been reached.However,the implementation is below expectation.Dealing with climate changes staring us in the face.As a responsible country,Philippine has been keeping an eye on climate changes and taking an active part in many meetings on climate changes.At the same time,we enact Climate Change Law in 2009 and promote low-carbon enviromental friendly policy.

  關(guān)于應(yīng)對(duì)全球氣候變化,菲律賓有如下建議:

  About how to deal with global climate changes,Philippine has following suggestions:

  1、建立雙贏的技術(shù)推廣機(jī)制和互利技術(shù)合作。發(fā)達(dá)國(guó)家應(yīng)更加積極地兌現(xiàn)承諾;發(fā)展中國(guó)家應(yīng)更加主動(dòng)地承擔(dān)減排責(zé)任。例如我們可以制定一個(gè)類(lèi)似于分期付款的制度。稍后我將詳細(xì)解釋?zhuān)?/p>

  Firstly, win-win mechanism should be set up.We can set up a win-win mechanism popularizing techinology and improving mutual-beneficial cooperation with which developed countries can make good on the promise and developing countries can play a more important role in carbon dioxide emission.

  2、在聯(lián)合國(guó)框架之下,建立一個(gè)全球性的關(guān)于溫室氣體回收存儲(chǔ)技術(shù)的研究機(jī)構(gòu)。向全世界征集關(guān)于該問(wèn)題有所研究的權(quán)威專(zhuān)家,建立人才庫(kù),每年向其提供一定的科研資金。其研究成果歸全人類(lèi)共享。

  We can set up a research institution on the techonology of recovery and storing of GHG. under the framework of UN and set up a talent pool by calling together the scientists who do research on it all around the world.Every year,UN give a fund to it for the research.The achievements of it will be shared by all people around the world.

  3、建立一個(gè)類(lèi)似于國(guó)際紅十字會(huì)的組織,為氣候變化建立一個(gè)基金會(huì)組織。該基金會(huì)組織在各締約國(guó)均設(shè)有分部,由各國(guó)政府直接領(lǐng)導(dǎo)。

  A fund organization similar to International Red Cross should be set up to give support to climate changes.This organization sets branch in every country leading by the government.

  4、在聯(lián)合國(guó)框架下建立監(jiān)督機(jī)制,監(jiān)督各締約國(guó)義務(wù)履行。

  A monitoring mechanism should be set up under the framework of the United Nations,monitoring each party’s implemention.

  5、在聯(lián)合國(guó)框架下建立制裁委員會(huì),對(duì)于故意不履行義務(wù)的國(guó)家、集團(tuán)予以制裁。制裁手段以經(jīng)濟(jì)制裁為主包括限制貿(mào)易等。

  The United Nations Sanctions Committee should be established under the framework of the United Nations. The committee punishes the countries and groups who do not take its responsibility.The punishing way is based on ceonomic sanctions includes restraint of trade and so on.

  最后,菲律賓愿與各國(guó)攜手,將應(yīng)對(duì)氣候變化的合作推向更高的水平。

  At the end,philippin is glad to work with other countries to push cooperation about climate changes to a higher level.

  Dear Secretary-General, national diplomats:

  I’m very honored to on behalf of France to talk about the climate change in the world. Our meeting today will be an important political signal to the world public opinion. We do not have the right to inaction on this issue.

  As we all known , Climate change has become the world's most urgent task, so both developed and developing countries should trust each other and work together to solve this problem. Only in this way can we develop steadily and have a good relationship with the environment not only for the sake of our own interest, but also for the global development.

  In order to solve the environmental problem, France has put forward a lot of policies to response to climate change.

  For example in 2003 France adopted the "National Strategic Plan for Sustainable Development” .What’s more, in 2005 France put “the

  Environmental Charter" into the Constitution to make the constitution more complete and solid

  In order to solve the problem better, France has also set targets on climate issues. In 2004 France adopted "Climate Plan",which says that by 2010, the annual emissions of greenhouse gas will be reduced to 72 millions tons. France set for

  itself a higher demand and promised that by 2050, its greenhouse gas emissions would be cut down to 1 / 4 of the present emission. We hope that our actions can make contributions to the protection of the environment.

  I want to talk more about suggestions of solving the climate issues.

  Firstly, we advocate that United Nations Environment Program should be transformed into a global Environment Organization joined in by all nations. Secondly, we also think that we can through the way of collecting the carbon tax enable other countries to assume responsibility for climate changes.

  Thirdly, we also advocate that all countries should develop the economy in a

  Non-carbon-based way, which is very important to keep a good relationship with the environment.

  As a developed country, we know that we should take more responsibilities than the developing countries. France holds the opinion that to solve the climate problem is a global issue so we should work together and UN should be a good place where all countries can consult with each other about the environment problems.

  France today has become the country which releases the least carbon dioxide emissions of all countries. In France, a large part of energy production is to be conducted on a non-carbon basis, and our carbon dioxide emission is much lower than the average level in many other countries.

  We hope that France’s proposals to response to the climate will be the references to every country, hope that all countries will work together to solve the climate problems.

  At last but not least, we hope we can reach a consensus to work together to solve the problem. We insist that we can make our earth more beautiful through the efforts of all countries.

  主席,各代表先生:

  隨著科技的發(fā)展,核能作為一種新能源進(jìn)入了人們的視野,極大地緩解了能源緊張問(wèn)題。但在其帶來(lái)福音的同時(shí),也帶來(lái)了傷害。至1954年世界上第一座核電站在蘇聯(lián)建成后,一些國(guó)家開(kāi)始相繼建造核電站。目前,全球有數(shù)百座核電站在運(yùn)行。1986年烏克蘭切爾諾貝利核電站事故給世界帶來(lái)了巨大的沖擊。前段時(shí)間,日本“3·11”地震引發(fā)的核泄漏事故令全球緊急關(guān)注各自的核安全狀況。

  對(duì)此,我國(guó)采取了相應(yīng)的安全措施。3月16日,我國(guó)國(guó)務(wù)院常務(wù)會(huì)議決定,調(diào)整完善核電發(fā)展中長(zhǎng)期規(guī)劃,全面審查在建和電站,暫停審批核電項(xiàng)目。與此同時(shí),相關(guān)部門(mén)正在抓緊制定核電安全規(guī)劃,著重提出對(duì)新建項(xiàng)目選址,對(duì)已運(yùn)行項(xiàng)目抵御多重疊加災(zāi)害事故等方面提出更嚴(yán)格的標(biāo)準(zhǔn)。未來(lái)還將強(qiáng)化核安全局下屬的區(qū)域核安全監(jiān)管機(jī)構(gòu)的職能,并要求企業(yè)建立自己的應(yīng)急搶救隊(duì)伍。

  當(dāng)然,加強(qiáng)核安全符合各國(guó)共同利益,需要各方共同努力。各方應(yīng)切實(shí)履行核安全的國(guó)家承諾和責(zé)任,加強(qiáng)國(guó)內(nèi)相關(guān)立法和監(jiān)督管理機(jī)制,采取有效措施保護(hù)本國(guó)核材料和核設(shè)施安全;切實(shí)鞏固現(xiàn)有核安全國(guó)際法框架,推動(dòng)《核材料實(shí)物保護(hù)公約》制定案盡早生效,促進(jìn)《制止核恐怖主義行為國(guó)際公約》的普遍性,有效打擊核材料非法販運(yùn);切實(shí)加強(qiáng)核安全國(guó)際合作;切實(shí)幫助發(fā)展中國(guó)家提高核安全能力;切實(shí)處理好核安全與和平利用核能

  的關(guān)系。

  中國(guó)高度重視核安全,堅(jiān)決反對(duì)核擴(kuò)散和和恐怖主義。中國(guó)一貫主張全面禁止和徹底銷(xiāo)毀核武器,堅(jiān)定奉行自衛(wèi)防御的核戰(zhàn)略,始終恪守在任何時(shí)候和任何情況下不首先使用核武器的政策,明確承諾無(wú)條件不對(duì)無(wú)核國(guó)家和無(wú)核武器地區(qū)使用或威脅使用核武器。并且積極支持加強(qiáng)國(guó)際核安全努力,堅(jiān)定支持各國(guó)平等享有和平利用核能權(quán)利。

  并且中方認(rèn)為,美國(guó)作為擁有最大核武庫(kù)的國(guó)家之一,繼續(xù)以不可逆的方式大幅度削減核武庫(kù),進(jìn)一步減低核武器在國(guó)家安全中的作用,對(duì)于最終實(shí)現(xiàn)全面、徹底核裁軍和促進(jìn)國(guó)際和平與穩(wěn)定至關(guān)重要。

  總之,我國(guó)呼吁各方進(jìn)一步凝聚共識(shí),本著互利共贏的精神,普遍參與,密切合作,應(yīng)對(duì)核安全挑戰(zhàn),全面促進(jìn)可持續(xù)發(fā)展,為世界持久和平、共同繁榮作出貢獻(xiàn)。解決這一問(wèn)題需要國(guó)際政治格局的改變,以及緩和社會(huì)意識(shí)形態(tài)的巨大差異。并且需要大國(guó)之間的利益與妥協(xié),以達(dá)到政治格局的平衡。這需要各國(guó)以人類(lèi)自身為出發(fā)點(diǎn),用人道主義去衡量社會(huì)的價(jià)值,減少核武器對(duì)整個(gè)地球生靈的威脅。

  16歲的傳奇少女馬拉拉(Malala Yousafzai )是巴基斯坦西北部的一名女學(xué)生,以爭(zhēng)取婦女接受教育的權(quán)利而聞名。2012年10月9日,馬拉拉在乘校車(chē)回家途中,遭到塔利班槍手企圖暗殺,頭部和頸部中槍?zhuān)欢惹闆r危殆。為表彰馬拉拉不畏塔利班威脅、積極為巴基斯坦女童爭(zhēng)取受教育權(quán)利所作出的杰出貢獻(xiàn),聯(lián)合國(guó)將每年的7月12日(馬拉拉生日)定為“馬拉拉日”。

  Today is it an honour for me to be speaking again after a long time. Being here with such honourable people is a great moment in my life and it is an honour for me that today I am wearing a shawl of the late Benazir Bhutto. I don’t know where to begin my speech. I don’t know what people would be expecting me to say, but first of all thank you to God for whom we all are equal and thank you to every person who has prayed for my fast recovery and new life. I cannot believe how much love people have shown me. I have received thousands of good-wish cards and gifts from all over the world. Thank you to all of them. Thank you to the children whose innocent words encouraged me. Thank you to my elders whose prayers strengthened me. Today is the day of every woman, every boy and every girl who have raised their voice for their rights.

  There are hundreds of human rights activists and social workers who are not only speaking for their rights, but who are struggling to achieve their goal of peace, education and equality. Thousands of people have been killed by the terrorists and millions have been injured. I am just one of them. So here I stand, one girl among many. I speak not for myself, but also those without a voice can be heard. Those who have fought for their rights. Their right to live in peace. Their right to be treated with dignity. Their right to equality of opportunity. Their right to be educated.

  Dear friends, on 9 October 2012, the Taliban shot me on the left side of my forehead. They shot my friends, too. They thought that the bullets would silence us, but they failed. And out of that silence came thousands of voices. The terrorists thought they would change my aims and stop my ambitions. But nothing changed in my life except

  this: weakness, fear and hopelessness died. Strength, power and courage was born. I am the same Malala. My ambitions are the same. My hopes are the same. And my dreams are the same. Dear sisters and brothers, I am not against anyone. Neither am I here to speak in terms of personal revenge against the Taliban or any other terrorist group. I am here to speak for the right of education for every child. I want education for the sons and daughters of the Taliban and all the terrorists and extremists. I do not even hate the Talib who shot me.

  Even if there was a gun in my hand and he was standing in front of me, I would not shoot him. This is the compassion I have learned from Mohamed, the prophet of mercy, Jesus Christ and Lord Buddha. This the legacy of change I have inherited from Martin Luther King, Nelson Mandela and Mohammed Ali Jinnah.

  This is the philosophy of nonviolence that I have learned from Gandhi, Bacha Khan and Mother Teresa. And this is the forgiveness that I have learned from my father and from my mother.   Dear sisters and brothers, we realise the importance of light when we see darkness. We realise the importance of our voice when we are silenced. In the same way, when we were in Swat, the north of Pakistan, we realised the importance of pens and books when we saw the guns. The wise saying, “The pen is mightier than the sword.” It

  is true. The extremists are afraid of books and pens. The power of education frightens them. They are afraid of women. The power of the voice of women frightens them. This is why they killed 14 innocent students in the recent attack in Quetta. And that is why they kill female teachers. That is why they are blasting schools every day because they were and they are afraid of change and equality that we will bring to our society. And I remember that there was a boy in our school who was asked by a journalist: “Why are the Taliban against education?”He answered very simply by pointing to his book, he said: “A Talib doesn’t know what is written inside this book.”

  They think that God is a tiny, little conservative being who would point guns at people’s heads just for going to school. These terrorists are misusing the name of Islam for their own personal benefit. Pakistan is a peace-loving, democratic country. Pashtuns want education for their daughters and sons. Islam is a religion of peace, humanity and brotherhood. It is the duty and responsibility to get education for each child, that is what it says. Peace is a necessity for education. In many parts of the world, especially Pakistan and Afghanistan, terrorism, war and conflicts stop children from going to schools. We are really tired of these wars. Women and children are suffering in many ways in many parts of the world.

  他們以為真主是個(gè)會(huì)把槍指向去上學(xué)的人的頭部的微小保守者。這些恐怖主義分子為了自身利益濫用伊斯蘭教名義。巴基斯坦是個(gè)熱愛(ài)和平民主的國(guó)家。普什圖人要他們的女兒與兒子接受教育。伊斯蘭教是個(gè)推崇和平、仁善與手足情誼的宗教。讓每位孩子上學(xué)是它的義務(wù)與責(zé)任,伊斯蘭教是這么說(shuō)的。和平是教育之必要。世界上許多地方,特別是巴基斯坦與阿富汗,恐怖主義、戰(zhàn)爭(zhēng)和沖突阻撓了孩子就學(xué)的機(jī)會(huì)。我們對(duì)這些戰(zhàn)爭(zhēng)感到疲倦不堪。女人與孩子在很多方面和世界上許多地方飽受受折磨。

  In India, innocent and poor children are victims of child labour. Many schools have been destroyed in Nigeria. People in Afghanistan have been affected by extremism.

  Young girls have to do domestic child labour and are forced to get married at an early age. Poverty, ignorance, injustice, racism and the deprivation of basic rights are the main problems, faced by both men and women.

  在印度,無(wú)辜與貧困的孩子是童工受害者。在尼日利亞許多學(xué)校慘遭摧毀。在阿富汗,阿富汗人遭受極端主義的影響。年輕的女孩必須做家務(wù)童工并且在年幼時(shí)就被逼迫結(jié)婚。貧窮、無(wú)知、不公、種族主義和基本權(quán)利的剝奪,是男女都得面對(duì)的最大問(wèn)題。

  Today, I am focusing on women’s rights and girls’ education because they are suffering the most. There was a time when women activists asked men to stand up for their rights. But this time we will do it by ourselves. I am not telling men to step away from speaking for women’s rights, but I am focusing on women to be independent and fight for themselves. So dear sisters and brothers, now it’s time to speak up. So today, we call upon the world leaders to change their strategic policies in favour of peace and prosperity. We call upon the world leaders that all of these deals must protect women and children’s rights. A deal that goes against the rights of women is unacceptable.

We call upon all the governments to fight against terrorism and violence. To protect children from brutality and harm. We call upon the developed nations to support the expansion of education opportunities for girls in the developing world. We call upon all communities to be tolerant, to reject prejudice based on caste, creed, sect, colour, religion or agenda to ensure freedom and equality for women so they can flourish. We cannot all succeed when half of us are held back. We call upon our sisters around the world to be brave, to embrace the strength within themselves and realise their full potential.

  Hello, I'm Severn Suzuki speaking for E.C.O. - The Environmental Children's Organisation.

  We are a group of twelve and thirteen-year-olds from Canada trying to make a difference:

  Vanessa Suttie, Morgan Geisler, Michelle Quigg and me. We raised all the money ourselves to come six thousand miles to tell you adults you must change your ways. Coming here today, I have no hidden agenda. I am fighting for my future.

  Losing my future is not like losing an election or a few points on the stock market. I am here to speak for all generations to come.

  I am here to speak on behalf of the starving children around the world whose cries go unheard.

  I am here to speak for the countless animals dying across this planet because they have nowhere left to go. We cannot afford to be not heard.

  I am afraid to go out in the sun now because of the holes in the ozone. I am afraid to breathe the air because I don't know what chemicals are in it.

  I used to go fishing in Vancouver with my dad until just a few years ago we found the fish full of cancers. And now we hear about animals and plants going exinct every day -- vanishing forever.

  In my life, I have dreamt of seeing the great herds of wild animals, jungles and rainforests full of birds and butterfilies, but now I wonder if they will even exist for my children to see.

  Did you have to worry about these little things when you were my age?

  All this is happening before our eyes and yet we act as if we have all the time we want and all the solutions. I'm only a child and I don't have all the solutions, but I want you to realise, neither do you!

  You don't know how to fix the holes in our ozone layer.

  You don't know how to bring salmon back up a dead stream.

  You don't know how to bring back an animal now extinct.

  And you can't bring back forests that once grew where there is now desert.

  If you don't know how to fix it, please stop breaking it!

  Here, you may be delegates of your governments, business people, organisers, reporters or poiticians - but really you are mothers and fathers, brothers and sister, aunts and uncles - and all of you are somebody's child.

  I'm only a child yet I know we are all part of a family, five billion strong, in fact, 30 million species strong and we all share the same air, water and soil -- borders and governments will never change that.

  I'm only a child yet I know we are all in this together and should act as one single world towards one single goal.

  In my anger, I am not blind, and in my fear, I am not afraid to tell the world how I feel.

  In my country, we make so much waste, we buy and throw away, buy and throw away, and yet northern countries will not share with the needy. Even when we have more than enough, we are afraid to lose some of our wealth, afraid to share.

  In Canada, we live the privileged life, with plenty of food, water and shelter -- we have watches, bicycles, computers and television sets.

  Two days ago here in Brazil, we were shocked when we spent some time with some children living on the streets. And this is what one child told us: "I wish I was rich and if I were, I would give all the street children food, clothes, medicine, shelter and love and affection."

  If a child on the street who has nothing, is willing to share, why are we who have everyting still so greedy?

  I can't stop thinking that these children are my age, that it makes a tremendous difference where you are born, that I could be one of those children living in the Favellas of Rio; I could be a child starving in Somalia; a victim of war in the Middle East or a beggar in India.

  I'm only a child yet I know if all the money spent on war was spent on ending poverty and finding environmental answers, what a wonderful place this earth would be!

  At school, even in kindergarten, you teach us to behave in the world. You teach us:

  not to fight with others,

  to work things out,

  to respect others,

  to clean up our mess,

  not to hurt other creatures

  to share - not be greedy.

  Then why do you go out and do the things you tell us not to do?

  Do not forget why you're attending these conferences, who you're doing this for -- we are your own children. You are deciding what kind of world we will grow up in. Parents should be able to comfort their children by saying "everyting's going to be alright" , "we're doing the best we can" and "it's not the end of the world".

  But I don't think you can say that to us anymore. Are we even on your list of priorities? My father always says "You are what you do, not what you say."

  Well, what you do makes me cry at night. You grown ups say you love us. I challenge you, please make your actions reflect your words. Thank you for listening.

  我現(xiàn)在不敢出去曬太陽(yáng),因?yàn)槌粞鯇佑衅贫。我害怕呼吸空氣,因(yàn)槲也恢览锩嬗惺裁椿瘜W(xué)成分。

  我曾經(jīng)和爸爸一起在溫哥華釣魚(yú),直到幾年前我們發(fā)現(xiàn)魚(yú)都得了癌癥。現(xiàn)在每天我們都能聽(tīng)到動(dòng)物和植物滅絕的消息——它們?cè)僖不夭粊?lái)了。

  在我的生命里,我夢(mèng)想著看見(jiàn)大群的野生動(dòng)物,看見(jiàn)到處是鳥(niǎo)和蝴蝶的熱帶叢林,但是現(xiàn)在我不知道我的孩子還能不能看到它們存在。

  你們象我這么大的時(shí)候也需要擔(dān)心這些事情嗎?

  這些都在我們的眼前發(fā)生,可是我們卻假裝我們有無(wú)窮無(wú)盡的時(shí)間和辦法去解決問(wèn)題。我只是個(gè)小孩,我沒(méi)有解決這些問(wèn)題的答案,但是我想要你們知道,你們也沒(méi)有!

  你們沒(méi)有辦法修補(bǔ)臭氧層的破洞。你們不能讓三文魚(yú)回到已經(jīng)干涸的河流,你們沒(méi)有辦法讓滅絕的動(dòng)物重新出現(xiàn),你們也無(wú)法讓已經(jīng)變成沙漠的地方重新成為森林。

  如果你們沒(méi)有辦法去修補(bǔ),就請(qǐng)不要再去破壞!

  在這里,你們也許是政府的代表、商業(yè)人士、組織者、記者或者政治家,但你們也是父親和母親,兄弟和姐妹,叔叔和阿姨——而且,你們所有人都是你們父母的小孩。

  我只是一個(gè)小孩,可是我卻知道我們都是一個(gè)大家庭的成員,這個(gè)家庭有五十億人,三千萬(wàn)個(gè)物種,我們共享著同樣的空氣、水和土壤。國(guó)界和政府永遠(yuǎn)也改變不了這個(gè)事實(shí)。

  在我的國(guó)家,我們浪費(fèi)太多,我們買(mǎi)了又扔掉,買(mǎi)了又扔掉,卻不肯分享給需要的人。甚至當(dāng)我們擁有的已經(jīng)太多的時(shí)候,我們還是怕會(huì)失去財(cái)富,不愿與人分享。

  我只是一個(gè)小孩,可是我卻知道如果所有花在戰(zhàn)爭(zhēng)上的錢(qián)都被用來(lái)終止貧窮、找尋環(huán)境問(wèn)題的答案,這個(gè)地球會(huì)變成多美好的地方!

  在學(xué)校,甚至是在幼兒園,你們就教我們要做個(gè)乖孩子。你們教我們不要打架,要謙讓?zhuān)鹬貏e人,要清理弄臟的地方,不要傷害動(dòng)物,要分享,不要自私。

  那你們?yōu)槭裁磪s在做著不讓我們做的事?

  不要忘了你們?yōu)槭裁磥?lái)參加這些會(huì)議,為誰(shuí)來(lái)參加——我們是你們的孩子。你們?cè)跊Q定著我們?cè)谑裁礃拥氖澜缋锍砷L(zhǎng)。父母在安慰孩子的時(shí)候應(yīng)該能說(shuō)"一切都會(huì)好的""我們正在盡力"和"這不是世界末日"。但是我想你們?cè)僖舱f(shuō)不出這些話了。你們真的還把我們放在頭等重要的位臵嗎?我爸爸總是說(shuō):"你所做的才代表了你,而不是你所說(shuō)的。"

  你們所做的事情,讓我在夜晚哭泣。你們大人說(shuō)你們愛(ài)我們。我懇請(qǐng)你們,言行一致。謝謝!
